Project Summary
The City of Ukiah Planning Division has a received a Minor Use Permit application (File No. PA26-000013) to transition the vacant, 17,479-square-foot former Rite Aid building at 680 South State Street into an indoor commercial recreation facility. The proposed project, “Ukiah Bowl,” would include 12 bowling lanes, a commercial kitchen, a bar, an arcade, party rooms, and a children’s play area.
The project aligns with the property’s “Community Commercial” zoning, which permits commercial recreation facilities. Repurposing the existing building also supports the City’s General Plan goals (specifically Goal LU-4 to encourage the growth of retail, service, and entertainment uses, Policy LU-8.3 for Infill Development, and Policy LU-8.4 for the Reuse of Underutilized Property) of reusing underutilized properties and encouraging the growth of retail, service, and entertainment uses for economic reinvestment along the State Street corridor.
The project reconfigures the site to add new parking, providing a total of 65 vehicle spaces and 18 bicycle spaces, which exceeds the City’s minimum parking requirements of one parking space per four occupants pursuant to Ukiah City Code §9086(A)(3). The increased parking is achieved by reconfiguring the existing paved lot and discontinuing the existing pharmacy drive-through.
The facility is proposed to open by 3:00pm Monday through Wednesday and 11:00am Thursday through Sunday, and close by 10:00pm on most nights (11:00pm Thursday through Saturday) and will utilize interior acoustic soundproofing.
As the site is located within safety Zones 4 and 6 for the Ukiah Municipal Airport, it is subject to strict density limits outlined in the Airport Land Use Compatibility Plan. To fully comply with these safety standards, the applicant has designed the facility and floor plans to cap peak attendance at 248 occupants, keeping the project under the maximum airport compatibility limit.
