City-Owned Property Annexation

Annexation efforts for the City of Ukiah have been oft discussed over the last three decades and featured in multiple planning documents, including the Ukiah General Plan (1984), the Ukiah Valley General Plan (1995), numerous Housing Elements, and the Ukiah Valley Area Plan (2011).

Consistent with direction received from the City Council, the adopted Annexation policy, and the 2040 General Plan, the City of Ukiah submitted a request to the Mendocino Local Agency Formation Commission (LAFCo) to annex 16 parcels (totaling approximately 450 acres), all of which were acquired by the City for public purposes, beginning with the now closed Ukiah Landfill in 1955.

Over the past year, Planning Division Staff worked closely with counterparts across City departments, LAFCo staff, and the County of Mendocino to progress this application for review by the LAFCo Commission.

On September 11, 2023, at their regular Commission Meeting, the City of Ukiah’s request to annex City-Owned parcels in unincorporated Mendocino County (A-2021-01) was approved. As a result, for the first time since January 4, 1988, the City’s footprint will expand. Besides growing its boundaries, the City of Ukiah benefits in numerous ways, including: 

  • A reduction in the amount of annual property taxes paid by the City of Ukiah. The estimated amount of property tax revenue generated in the Tax Rate Areas associated with the identified parcels, based on the 2020-21 assessed values is $62,966. This reduction will allow for investment in additional city services and programs. 
  • Full jurisdictional control over parcels that serve the public benefit, including solid waste transfer facilities, recycled water and wastewater infrastructure, as well as aircraft hangers. Annexing these properties will allow for more effective and efficient grant applications, as well as streamlined permit/development review in the future. 
  • The annexation of the these properties set the stage for future efforts that will allow for incorporation of adjacent ‘Disadvantaged Unincorporated Communities’ identified in the City’s 2040 General Plan and  2022 Municipal Service Review.
