Western Hills Annexation Request & Sphere of Influence Amendment
In 2022, consistent with direction received from the City Council, the adopted Annexation policy, and the 2040 General Plan, the City of Ukiah submitted a request to the Mendocino Local Agency Formation Commission (LAFCo) to annex property adjacent to its western jurisdictional boundary in an effort to:
- Preserve property in the Western Hills as open space and watershed for the Ukiah Valley;
- Create opportunities for access trails, including, but not limited to, public hiking, biking, and associated recreational activities;
- Develop public facilities for various municipal purposes provided that it does not conflict or interfere with the preservation of the property as open space and for watershed protection;
- Allow for the limited development of residential improvement in close proximity to resources and available infrastructure to prent sprawl and unorderly development.
In 2023, an additional 40-acre parcel (APN 003-190-11) adjacent to the City of Ukiah became available for purchase, prompting City Council direction to acquire it for open space and public-access opportunities to the original Western Hills Annexation Area. Despite being outside the City’s SOI, this parcel is within the City’s Planning Area and adjacent to both City limits and the original Western Hills Annexation Area, sharing many of the same topographical and development features. The associated agreement designates 15 acres of this purchase area for the development as three (3) residential parcels, while the remaining 25 acres would be combined with the City’s proposed public holdings bringing it to a total area of 665 acres.
At their December 6, 2023, regular meeting, the City Council considered and approved an amendment to the “Western Hills Annexation Area” to include APN 003-190-11 as a component of the City’s annexation request (LAFCo No. A-2022-02). At that regular meeting, the City Council approved prezoning, as well as the adoption of an Addendum to the 2021 Western Hills Project Initial Study and Mitigated Negative Declaration (SCH No. 2021040428).
Since that time the City has pursued updated plats, legal descriptions, maps, tax share and fair share housing agreements with the County, as well as other application materials needed for the review and evaluation of this request by LAFCo
On March 15, 2024 an updated application was submitted to LAFCo for review and evaluation that included a Sphere of Influence Amendement to account for the additional parcel (APN 003-190-11).
On November 4, 2024, the Mendocino LAFCo voted unanimously to approve the City’s annexation and sphere of influence amendment request.
