Background

The City of Ukiah has received an application for a Demolition Permit for the property located at 228 East Perkins Street (APNs 002-192-17 and 002-192-22). Because the structure on the property is over 50 years old, the application is subject to review under Ukiah City Code (UCC) Section 3016, which requires evaluation of potential historical, architectural, or cultural significance before demolition may occur.

This review process is similar to the recent review conducted for the adjacent property at 214 East Perkins Street.

Project Description

On January 20, 2026, the property owner, the Pinoleville Pomo Nation, submitted an application to demolish a vacant commercial building that has been in poor condition for several years. The structure previously operated as a restaurant and bar, including under the names “Perkins St. Grill” and “The Lido,” and includes documented additions and remodels completed in the 1970s and 1980s. The building is currently vacant.

The property is located within the Urban Center (UC) zoning district under the Downtown Zoning Code. Any future development proposal would require separate review and approval. 

Historical Review

Under UCC Section 3016, structures 50 years of age or older must be evaluated to determine whether they:

      • Possess special or particular architectural qualities, such as being the oldest, best, or last example of a type;
      • Exemplify or reflect important elements of the City’s cultural, social, economic, political, aesthetic, or architectural history; or
      • Are strongly associated with persons or events significant in local, state, or national history.

City Staff have reviewed the 1985 and 1999 Historical and Architectural Surveys, building permit history, and County Assessor records (see application materials below). The structure at 228 East Perkins Street is not listed in the City’s historical inventories, is not included in any state or national historic register, and is not identified as a historic resource in the City’s General Plan.

Based on available documentation, Staff’s preliminary analysis indicates the building does not meet the criteria for historical significance under UCC Section 3016(e).

The Demolition Review Committee will review the application and make a recommendation to the Ukiah City Council. The City Council will make the final determination on the Demolition Permit.
