Project Summary
The City of Ukiah has received an application for a Temporary Outdoor Community Activation Site on an approximately 7,324-square-foot parcel located at 290 Seminary Avenue. The property is currently developed with perimeter chain-link fencing, a 40′ x 8′ x9’6″ storage container, an 8′ x 5’6″ x 7′ movable storage shed, water and electrical connections, and a 22′ gated vehicle access from South School Street near Seminary Avenue. No new permanent buildings or other permanent site improvements are proposed.
The site would accommodate temporary community-oriented activities including artisan and maker vendors, food trucks and other small-scale food vendors, arts and craft demonstrations or workshops, recreational activities and games, seating and gathering areas, and occasional live music or performances. Events are proposed to occur primarily on weekends or in coordination with other downtown activities and would generally last between four and eight hours. The applicant estimates a maximum attendance of approximately 75 people. Temporary site features may include pop-up tents or canopies, tables, chairs, vendor booths, activity equipment, and an eight-foot foldable event sign. The layout may vary by event. Vehicle access through the existing gate would be limited primarily to loading and unloading before and after events. The applicant anticipates that most attendees would arrive on foot or utilize nearby public parking.
The property is zoned General Urban (GU) under the Downtown Zoning Code (DZC) and has a Downtown Core General Plan land use designation. The proposed activities include multiple building and site uses pursuant to the DZC, including outdoor sales establishments, mobile food vendors, and live entertainment. The project site is located within Compatibility Zones 4 (Outer Approach/Departure Zone) and 6 (Traffic Pattern Zone) of the Ukiah Municipal Airport Land Use Compatibility Plan (UKIALUCP). The parcel is bisected by the Compatibility Zone boundary. The project will incorporate overflight notification and avigation requirements through the conditions of approval.
