Project Summary
Plant Road Farming, LLC proposes to establish and operate a commercial outdoor cannabis cultivation facility on an approximately 17-acre site leased from the City of Ukiah. The proposed cultivation area would encompass less than 15 acres, including up to 12 acres of flowering canopy.
Cultivation would occur using standard agricultural row-crop methods planted in native soil beds. Proposed improvements include use of an existing approximately 4,000-square-foot agricultural barn, installation of a 6-foot-tall tied-wire perimeter fence with controlled-access gates, placement of a 40-foot by 8-foot cargo container for secure storage of harvested material and agricultural chemicals, installation of hoop houses for season extension, and placement of four water storage tanks. Hoop houses would not include permanent structural attachments, electrical wiring, or lighting. Consistent with State definitions for outdoor cultivation, no artificial lighting is proposed within the canopy area.
Additional operational equipment includes a small generator for fertilizer mixing and pesticide application. Irrigation water would be supplied through the City of Ukiah municipal water system.
The site is designated Public (P) under the Ukiah 2040 General Plan and is zoned Public Facilities–Agricultural Combining (PF-A). This proposal would represent the first outdoor commercial cannabis cultivation operation proposed within the City of Ukiah.
Operational activities would generally include planting, cultivation, irrigation, pest management, harvesting, and transportation of harvested product to off-site processing facilities. The project would be subject to the operational, security, and performance standards applicable to commercial cannabis businesses under Article 15.7 of the Ukiah City Code.
