City of Ukiah to Convene Norgard Park Planning Sessions

June 12, 2025 – Ukiah, CA – The City of Ukiah’s Recreation Department will be hosting a series of park planning sessions to gather community input on plans for a new park to be located on the east end of Norgard Lane. The sessions will include opportunities for citizens to tour the site, participate in planning sessions, and attend a Community Picnic at the Site on Saturday July 12th from 10:30 AM to 1 PM. The planning sessions will start at the Public Spaces Commission meeting on July 8th. Participants and Commissioners will meet from 5:30-6:00 PM at the east end of Norgard Lane for a site visit. The group will then reconvene at 6PM at the Alex Rorabaugh Center Community Meeting Room for a park planning session. Community members will have an opportunity to provide input at the Community Picnic and four additional planning sessions. An online survey (English | español) will be available for those who cannot attend the planning meetings.

The primary site is approximately 3 acres but also holds the potential for the development of a trail along the Russian River. The site is flat and includes opportunities for river access, is home to mature Oak trees, and includes an old barn.


Although the location is outside the current City limits, the need for additional park space was identified in the City’s 2025 Park Gap Analysis. According to City Council Member Juan Orozco, the need for a park on the south side of town has been recognized for years. “This part of the Ukiah Valley is significantly under-served in terms of parks and open space.  Now that the City of Ukiah owns this parcel with riverfront access, we have a unique opportunity to step up and fill this need.”


The property is owned by the City and planning for building and maintaining the park will proceed regardless of the outcome of the City’s bid to annex the area. No funding is available at this time to add any significant facilities, but the community input sessions will better prepare the City to prepare competitive grant applications.


“Our Parks team has the capacity to maintain the site,” stated Community Services Supervisor Jake Burgess, “so theoretically we could just place some picnic tables and open the park pretty quickly, then add features as funding comes available. The important thing is to meet the community need for a space to have family gatherings.”
