The California Environmental Quality Act (CEQA), enacted in 1970, requires government agencies to evaluate and disclose the potential environmental impacts of discretionary projects before approval. The environmental review process is intended to inform decision makers, responsible agencies, and the public of a project’s potential environmental effects and, when applicable, identify feasible measures to mitigate or avoid those impacts.

 

As the Lead Agency, the City of Ukiah is responsible for determining the appropriate level of CEQA review for projects under its jurisdiction. Depending on the scope and potential impacts of a project, the City may determine that the project is:

  • Exempt from CEQA (Statutory or Categorical Exemption), in which case a Notice of Exemption (NOE) may be filed;
  • Requires an Initial Study, which may lead to a Negative Declaration (ND) or Mitigated Negative Declaration (MND); or
  • Requires preparation of an Environmental Impact Report (EIR) for projects that may result in significant environmental effects.
